WHITLEY COUNTY — A Whitley County grand jury handed out a two-count indictment Monday charging a man of first-degree rape and first-degree incest.

Matthew Salyer, 31, did not have an address listed in the indictment and as of press time Monday evening, he had not been arrested in Whitley County.

The first count of the indictment states that on or about January 1, 2018 through December 31, 2018 in Whitley County, Salyer engaged in sexual intercourse with a child under the age of 12. Due to the child's age, the child is incapable of consent.

The second count of the indictment charges Salyer with incest.

The grand jury also gave a one-count indictment to Thomas Hensley of Williamsburg.

Hensley, 35, was charged with first-degree sexual abuse. The indictment states Hensley subjected a child less than 12 years of age to sexual contact.

The Whitley County grand jury also gave a four-count indictment to Austin Foster, 27, of Lexington charging him with first-degree burglary, robbery, unlawful imprisonment and criminal mischief.

The indictment states that on or about October 17 in Whitley County, Foster knowingly and unlawfully entered a victim's residence while armed with a deadly weapon and caused physical injury to the victim while in the residence.

The indictment further states he took money and threatened to use physical force while armed with a knife. It also states that Foster knowingly restrained the victim under circumstances that exposed her to a risk of serious physical injury.

According to the indictment, Foster damaged the door and facing causing pecuniary loss in the amount of $1,000 or more.

Foster was arrested on October 17. He was booked in the Whitley County Detention Center that day at 3:54 p.m. He was released on October 28.

An indictment is a formal charge by a grand jury; it is not a conviction or an admission of guilt.

Others indicted Monday and their charges include:

Kerry Howard, 54: first-degree possession of a controlled substance, second offense.

Amanda Davis, 35, of Williamsburg: theft by unlawful taking of the value of $500 or more.

In a separate indictment, Davis was charged with: two counts of theft by deception of the value of less than $500, fraudulent use of a debit or credit card less than $500 within six months, second-degree forgery.

Latisha Brown, 31, of Keavy: first-degree possession of a controlled substance; first offense, second-degree possession of a controlled substance; first offense, and possession of drug paraphernalia, first offense.

Tyler Brown, 24, of Williamsburg: first-degree criminal possession of a forged instrument.

Bennie King, 46, of Williamsburg: theft by deception of the value of $500 or more but less than $10,000, first-degree forgery.

In a separate indictment, King was charged with: two counts of theft by deception of the value of $500 or more, two counts of first-degree forgery.

In a later indictment, King was also charged with: theft by deception of the value of $500 or more but less than $10,000, first-degree forgery.

Angela Mullins, 40, of Rockholds: theft of identity without consent, theft by unlawful taking of the value of $500 or more but less than $10,000.

Michael Felix, 38, of Corbin: theft by unlawful taking of the value of $500 or more, third-degree burglary, first-degree criminal mischief.

Donald Knuckles, 65, of Corbin: first-degree possession of a controlled substance; first offense, possession of drug paraphernalia; first offense, cultivating marijuana more than 5 plants; first offense.

Donald Freshour, 42, of Lawrenceburg: first-degree possession of a controlled substance, possession of a hand gun by a convicted felon.

Coy Howard, 33, of Williamsburg: cultivating Marijuana more than five plants, first offense.

Ronnie Smith, 39, of Williamsburg: first-degree possession of a controlled substance; first offense, possession of drug paraphernalia, second-degree fleeing or evading the police, first-degree criminal mischief.

Kelly Ward, 26, of Williamsburg: first-degree trafficking in a controlled substance; first offense, possession of drug paraphernalia, third-degree possession of a controlled substance; first offense, tampering with physical evidence.

In a separate indictment Ward was charged with: first-degree possession of a controlled substance; first offense, possession of drug paraphernalia, second-degree possession of a controlled substance; first offense.

Shane Gray, 42, of Woodbine: first-degree possession of a controlled substance; first offense, possession of drug paraphernalia, second-degree possession of a controlled substance; first offense.

Terry Mullis, 36, of Woodbine: first-degree possession of a controlled substance; first offense, possession of drug paraphernalia, second-degree possession of a controlled substance; first offense.

Donna Hubbard, 46, of Williamsburg: first-degree trafficking in a controlled substance; first offense, possession of drug paraphernalia.

Johnny Hubbard, 48, of Williamsburg: first-degree trafficking in a controlled substance; first offense, possession of drug paraphernalia, possession of a handgun by a convicted felon.

Matthew Watson, 29, of Williamsburg: first-degree possession of a controlled substance, first offense.

Robbie Hill, 45, of Corbin: first-degree fleeing or evading the police.

Scarlet Shelton, 31, of Williamsburg: second-degree assault, third-degree terroristic threatening.

Dalton Fritz, 27, of Williamsburg: second-degree criminal possession of a forged instrument.

Scarlet Shelton, 31, of Williamsburg: second-degree criminal possession of a forged instrument.

Chadlee Strickland, 35, of Maryville, Tennessee: theft by unlawful taking of the value of $500 or more but less than $10,000, tampering with physical evidence.

Jody Taylor, 32, of Crab Orchard: two counts of first-degree trafficking in a controlled substance; first offense, third-degree trafficking in a controlled substance; first offense, operating a motor vehicle while under the influence of intoxicants; third offense, possession of drug paraphernalia; first offense, driving a motor vehicle while license is revoked or suspended.

Derrick Lord, 32, of Pineville: first-degree trafficking in a controlled substance; first offense, first-degree fleeing or evading the police.

Angela Petrey, 32: theft by unlawful taking, firearm.

Michale Perkins, 39, of Corbin: first-degree possession of a controlled substance, tampering with physical evidence.

Andy Saloni, 45, of Corbin: failure to comply with sex offender registration.
