KCEOC gearing up for Home Energy Assistance Program

With the drop in temperatures comes a rise in home heating costs. This increased cost of energy leaves many households unable to fully meet heating bills or purchase sufficient bulk fuel to keep their families safe and warm. KCEOC stands ready to help with the Low-Income Home Energy Assistance Program (LIHEAP), which is designed to assist low-income households with home heating costs through two components. The “subsidy” portion provides assistance to all eligible households while the “crisis” portion provides assistance to eligible households that are experiencing a home heating crisis.

On Nov. 12, KCEOC Community Action Partnerships will begin taking applications for the “subsidy” portion of the program to provide heating assistance to eligible households. Applications will be accepted for this portion of the program through Dec. 19 and will be taken in alphabetic order based on the first letter of the head of household’s last name. There will be a pre-enrollment period for the Subsidy portion of the program that will run Oct. 28-31. The pre-enrollment period is reserved for elderly and disabled clients.

Applications for the “crisis” portion of the program will be accepted beginning Jan. 13 and will continue through March 31 or until funds have been expended. KCEOC’s LIHEAP business hours will be Monday through Thursday 8 a.m.-3 p.m. and Friday 8 a.m.-noon.

Benefits a household will receive under the “subsidy” portion of LIHEAP are based on the applicants level of poverty and the type of fuel used for heating. These benefits will be in the form of vouchers made payable to the household’s heating fuel vendor. In the “crisis” portion of the program, benefits are limited to the amount necessary to relieve the crisis with the maximum amount not to exceed the local cost for a deliverable supply of the households’ primary heating fuel (or $400) for gas or electric. These benefits may take the form of fuel deliveries, service reconnection, blankets or sleeping bags, loan of space heaters and emergency shelter and will be provide within 48 hours or 18 hours in the case of an emergency.

LIHEAP is a statewide initiative sponsored by Community Action Kentucky in partnership with the Cabinet for Health and Family Services (CHFS). For more information about eligibility requirements and the subsidy application schedule, applicants should call 606-546-3152.
