Laurel school official indicted on sexual abuse charges turns himself in

A Laurel County administrator indicted on sexual abuse charges turned himself in to the Laurel County Corrections Center late Monday, according to Kentucky State Police Post 11-London Public Affairs Officer Trooper First Class Don Trosper.

Charles D. Phelps turned himself in at the jail before 6:30 p.m. Monday, Trosper said.

Phelps was indicted last week by the Laurel County Grand Jury on two counts of first-degree sexual abuse involving a 15-year-old on Nov. 3 and Nov. 5. He was also charged with first-degree sexual abuse of an 18-year-old on Nov. 5 and two counts of third-degree unlawful transaction with a minor for providing alcohol to the 15-year-old. 

Phelps was Laurel County Schools Director of Pupil Personnel. It was unclear when this story was posted what his job status was.
