Nighbert indicted on drug charges

A grand jury returned felony indictments on 35 cases in Laurel County Circuit court Friday that included two murders, two rapes and drug and weapons charges against a former Williamsburg police officer.

Kenneth Bradley Nighbert, 29, of West Chestnut Street in Williamsburg, the son of Transportation Cabinet Secretary and former Williamsburg mayor Bill Nighbert, was indicted on charges of first-degree trafficking in a controlled substance, tampering with physical evidence, impersonating an officer, possession of drug paraphernalia, possession of a controlled substance in an improper container and carrying a concealed deadly weapon.

Last week, Williamsburg officials settled out of court, awarding an undisclosed amount to the victim in a civil suit stemming from an April 12, 2006 crash when the on-duty, six-year policeman Nighbert crashed into a minivan driven by Connie Jackson of Williamsburg who sustained substantial injuries.

In January, Nighbert was indicted on charges from that incident that include second-degree assault, driving under the influence of alcohol or drugs, first-degree criminal mischief (two counts) and possession of a controlled substance.

Trial on those charges is scheduled for Sept. 11.

While free on bail in May, Nighbert was arrested by Laurel County sheriff's deputies on charges of driving under the influence of alcohol or drugs, possession of drug paraphernalia, felony first-degree trafficking in a controlled substance, felony tampering with physical evidence, possessing a controlled substance prescription that was not in the original container, felony impersonating a police officer and carrying a concealed deadly weapon.

Other action by the grand jury include:

- Rosalee Karr, 34, of North Hawk Road in London, who was indicted on a charge of murder for the June 24 shooting death of her husband David Karr, 34.

- Tony Clayton Hodge, 26, of Laurel River Road in London, was indicted on charges of murder and tampering with physical evidence in connection with burned human remains found near a drained pond in the Lily area.

- William Bradley Stigall, no age given, of Wildwood Apartments in London, was indicted on charges of first-degree rape and first-degree sexual abuse.

- Perry Lynn Watkins, 46, of Sallys Branch Road in London, was indicted on charges of third-degree rape (nine counts) and incest (nine counts).

- Kenny L. Wagers, 28, of Kentucky 421 in Manchester, was indicted on charges of first-degree trafficking in a controlled substance, first-degree possession of a controlled substance, and possession of drug paraphernalia, driving under the influence of alcohol or drugs, endangering the welfare of a minor, possession of a police scanner and failure to use child restraint.

- Brandy Lee Wagers, 28, of Kentucky 490 in East Bernstadt, was indicted on charges of first-degree trafficking in a controlled substance, first-degree possession of a controlled substance, possession of drug paraphernalia, tampering with physical evidence and public intoxication.

- Rhonda F. Watkins, 33, of Alderson Branch Road in Annville, was indicted on charges of first-degree possession of a controlled substance and public intoxication

- Jason D. Bruner, 30, of Keller Road in London, was indicted on charges of first-degree wanton endangerment (three counts), driving under the influence of alcohol or drugs (third offense) and driving on a DUI suspended license.

- Jonathan Garrison, 22, of Indian Creek Road in Corbin, was indicted on charges of driving under the influence of alcohol or drugs, driving without a license, failure to wear seat belts, possession of marijuana and carrying a concealed deadly weapon.

- Robert Kazee, 28, of Hersey Lane in London, was indicted on charges of driving under the influence of alcohol or drugs (fourth offense), driving without a license and driving with rear license plate not illuminated.

- James Simpson, 23, of Cox Lane in London, was indicted on charges of driving under the influence of alcohol or drugs (third offense), first-degree fleeing to evade arrest, driving without a license and driving with rear license plate not illuminated.

- Bradley Creech, 20, of Sinking Creek Road in London, was indicted on charges of first-degree trafficking in a controlled substance, possession of drug paraphernalia, possession of a police scanner, driving on a suspended license and trafficking in marijuana.

- Hank Moore, a.k.a. Henry Moore, 46, of Seeley Road in London, was indicted on a charge of third-degree burglary.

- Chasity Lockhart Mabe a.k.a. Chasity Lockhart Medlin, 30, of Kentucky 830 in Corbin, was indicted on a charge of fraudulent use of a debit card over $100.

- Jeffery Allen Masters, 21, of Echo Valley Road in London, was indicted on charges of first-degree burglary, second-degree burglary, receiving stolen property valued over $300 (two counts) and receiving a stolen firearm.

- Rodney Garrett, 40, of Southern Way in Lawrenceville, was indicted on charges of first-degree trafficking in a controlled substance (five counts), driving under the influence of alcohol or drugs, driving on a suspended license, possession of marijuana, possession of drug paraphernalia and prescription medication in an improper container.

- Wayne M. Null, 29, of Gross Road in East Bernstadt, was indicted on a charge of receipt of stolen property valued greater than $300.

- Mark Dewayne Morgan, 37, of Shield Lane in London, was indicted on charges of first-degree possession of a controlled substance, driving on a suspended license, driving under the influence of alcohol or drugs, possession of drug paraphernalia, second-degree possession of a controlled substance and third-degree possession of a controlled substance.

- Walter Minton Jr., 35, of Carpenter Hollow in Manchester, was indicted on charges of first-degree possession of a controlled substance, failure to wear a seat belt, inadequate muffler and driving under the influence of alcohol or drugs.

- Walter Frederick Owens, 26, of 18th Street in Corbin, was indicted on charges of first-degree possession of a controlled substance and public intoxication.

- Earl Yaden, 40, of old State road in Lily, was indicted on charges of driving under the influence of alcohol or drugs (fourth offense), fleeing or evading police and driving on a suspended license.

- David Brannon, 19, of Pine Grove School Road in London, was indicted on charges of first-degree possession of a controlled substance, driving under the influence of alcohol or drugs and failure to signal.

- Jason Ray Moore, 20, of Seeley Road in London, was indicted on charges of first-degree possession of a controlled substance, careless driving, driving under the influence of alcohol or drugs, trafficking marijuana and possession of drug paraphernalia.

- Gary Wagers, 29, of Morentown Road in London, was indicted on charges of first-degree trafficking in a controlled substance (three counts).

- Dennis Richardson, 60, of Love Road in London, was indicted on charges of first-degree trafficking in a controlled substance (two counts), second-degree trafficking in a controlled substance, third-degree trafficking in a controlled substance and bootlegging.

- Michael Rednour, 18, of Lewis Street in Corbin, was indicted on charges of second-degree burglary and theft by unlawful taking property valued over $300.

- Richard Smith, 21, of Gatliff Loops Road in Williamsburg, was indicted on charges of first-degree fleeing or evading police, first-degree wanton endangerment (three counts), driving under the influence of alcohol or drugs, possession of drug paraphernalia and speeding.

- David Berry, 31, of Somerset Road in London, was indicted on a charge of trafficking in stolen identification.

- Samuel Dew Johnson, 40, of Pistol Creek Road in London, was indicted on charges of manufacturing methamphetamine, first-degree possession of a controlled substance, third-degree burglary and possession of anhydrous ammonia for making methamphetamine.

- Michael L. Oakley, 42, of Randall Lane in London, was indicted on charges of manufacturing methamphetamine and first-degree possession of a controlled substance.

- Edwin Doyis Willis, 33, of Mullins Lane in London, was indicted on charges of manufacturing methamphetamine, first-degree possession of a controlled substance and possession of a methamphetamine precursor.

- Steven Lee Robinson, 31, of Circle Street in London, was indicted on a charge of receipt of stolen property valued over $300.

- Steve C. Westerfield, 51, of Hatcher Roaeenmount Road in London, was indicted on charges of receipt of stolen property valued over $300 and trafficking marijuana.

- James England, 32, of Kirby Lane in London, and Jason Hoslins, 30, of Little Arthur Ridge Road in East Bernstadt were indicted on unrelated charges of flagrant non-support of a child.

Thirty-two cases were continued to the next grand jury scheduled to meet from Sept. 17 to 19, while a total of 22 cases against the following people were dismissed: Mark Martin, David Baldridge, Candy N. Collins, Roy Wayne Chesnut, Christy C. Smith, Charles Murphy, Christopher Moore, Roscoe Fore, Jeremy Dale Bowling, Dewey Messer, Michael Oakley, Margaret McDaniel, Wesley E. Sprecher Jr., Sherry Allen, Brittany Forester, Ellen Rochelle Tatum, Christopher K. Joseph, Bennie Lee King, Lisa Blevins, Collett, Finley Hall Casey Tennille Lainhart and Michael P. Smith.
